Background

The cyber domain and cyber security are, to date, crucial nodes of the global scenario, as they manage to connect the nerve centers of different countries, such as the social, military, political, economic, infrastructural and social aspects. In the international arena, the arena that is gaining more and more value is internet governance. The US is still the largest cyber superpower (according to the report of the Institute For Strategic Studies) thanks to significant investments and some factors of excellence in the categories of offensive cyber capability and cyber security and resilience. China, however, in recent years has exponentially increased its cyber infrastructure, has developed new software and technological products, has a plan that aims at technological autonomy by 2025 (China 2025), but also brings with it a model of techno- Chinese autocracy of Internet governance. Sophisticated innovation changed the governance dynamics of the post-World War II new world order.
