May democracy survive to Technology? The Digital Dictators: how Technology Strengthens Autocracy

Background

For Heidegger, technique (in his opinion a metaphysical question) is one of the ways, together with the language of the unveiling of Being. But today, in the world of advanced technology, this unveiling of being, perpetuated through new data analysis technologies and algorithms, artificial intelligence and physiognomic tracking, is one of the most disturbing aspects of the relationship between technology and power. According to Peter Marguilies in “The Surveillance Algorithm”, the ability of technology to process metadata can cause both “ontological” damage resulting from the loss of spontaneity as a consequence of the awareness of being watched, or “consequential” damage resulting from from errors that machines make in their database, such as homonyms in the “no-fly list” system. It can be argued that digital autocracies are using technology – the internet, social media, artificial intelligence – in order to reinvigorate the “authoritarian survival” strategy.
