Ambassador Lamberto Zannier is a High-Level Expert at the OSCE Parliamentary Assembly.
He served as OSCE Secretary General for two consecutive terms (2011 – 2017) and OSCE High Commissioner on National Minorities (2017 – 2020), UN Special Representative for Kosovo and Head of the United Nations Interim Administration Mission in Kosovo (UNMIK) – with the rank of UN Under-Secretary-General (2008 – 2011), Coordinator for European Common Foreign and Security Policy in the Italian MFA (2006 – 2008), Director of the OSCE Conflict Prevention Centre (2002 – 2006). Previous senior positions include Representative of Italy to the OPCW, Chairperson of the negotiations on the adaptation of the Treaty on Conventional Armed Forces in Europe, and Head of Disarmament, Arms Control and Cooperative Security at NATO. He held other diplomatic postings in Rome, Abu Dhabi and Vienna.
Ambassador Zannier holds a Law and an Honorary Doctorate in International and Diplomatic Sciences from the University of Trieste, Italy.
