He previously served as Head of Cabinet for EU High Representative Federica Mogherini. Manservisi has been working at the European Commission since 1983: in particular from 2004 to 2010 he was Director General of the Department for Development and Relations with Africa, the countries of the Caribbean and Pacific area, and from 2010 to 2014 he held the same office at the Department of Migration and Internal Policy. He was also head of the European Union delegation to Turkey. Manservisi was Visiting Professor at the University of Bologna and at the College of Europe.
