Rear Admiral Syed Faisal Ali Shah, Hilal-e-Imtiaz (Military), is a pioneering military leader, strategic analyst, and scholar with over 35 years of distinguished command, staff, and operational experience in the Pakistan Navy. He is the first-ever Marine officer to attain the two-star flag rank. Admiral Faisal also served as Pakistan’s Naval and Air Attaché to the Islamic Republic of Iran. Navigating complex regional dynamics, his international footprint as a thought leader is globally recognized, having been invited to speak at high-level forums across South Korea, Russia, Sri Lanka, Iran, and Azerbaijan.
Admiral Faisal couples his vast operational pedigree with an elite, multidisciplinary academic foundation. He holds an MPhil in Public Policy, an MBA in Human Resource Management, and Master’s degrees in War Studies, Defense & Strategic Studies, and Military Studies (USA).
He is a graduate of the Quaid e Azam University Islamabad, National Defence University Islamabad, Bahria University Islamabad, the Pakistan Navy War College, and the US Marine Corps University in Virginia. Currently an Honorary Research Fellow at the National Institute of Maritime Affairs (NIMA), he is one of the country’s credible authorities on the Blue Economy, coastal development, and Middle East geopolitics. He actively bridges the gap between military strategy and academia, having taught as a visiting faculty member at Quaid-e-Azam University and Air University. As a prominent
