In recent decades, the European Union’s Common Security and Defense Policy (CSDP) has been a crucial area for strengthening strategic autonomy and collective response capacity to global risks and threats. From the Maastricht Treaty to the creation of Permanent Structured Cooperation (PESCO), via the establishment of the European Defense Fund, the EU has gradually developed instruments and mechanisms aimed at ensuring greater cohesion and effectiveness in the field of security.

This session analyzes the main stages in the evolution of the CSDP, focusing on contemporary challenges: the war in Ukraine, international terrorism, hybrid and cyber threats, and geopolitical pressures from emerging global actors. The relationship with NATO, the need for greater integration between Member States, and the EU’s role as a global actor in crisis management will also be discussed.

Through discussions between experts, institutional representatives, and academics, the meeting aims to offer a critical overview of the prospects of European common defense, highlighting opportunities, limitations, and strategic scenarios in an increasingly complex and interconnected world.
