Economist, delegate of the Rector of the University of Tor Vergata for International Relations.
He is currently full professor of Political Economy at the University of Rome Tor Vergata.
He is one of the founders and was President of Travelers on the Move.
Among his works there are Handbook of Procurement, with N.Dimitri and G.Spagnolo (2006, Cambridge University Press), Lessons of Microeconomics (2008, Giappichelli), Revisiting Keynes, edited with Lorenzo Pecchi (2010, MIT Press), Defending Europe (with Lorenzo Pecchi and Andrea Truppo for the types of Chiare Lettere, 2017) and L’Interregno-A third way for Italy and Europe, (2020, Hoepli).
From 2002 to 2005 he was President of Consip SpA. Under his Presidency the process of rationalizing public spending and spending management begins.
In 2006 he is visiting scholar at the US Small Business Administration.
He is a member of the Scientific Committee of the Parliamentary Budget Office.
