Monsignor Paul Richard Gallagher is an archbishop and, since 2022, has held the position of Secretary for Relations with States and International Organizations. For the course The Reform of Canon Law: Comparative Implications of Forma Ecclesia, he is the speaker for the masterclass entitled “The Role of the Holy See in International Mediation.”
Born in Liverpool and ordained a priest in 1977, following his doctorate in Canon Law from the Pontifical Ecclesiastical Academy in Rome, he has been a member of the Holy See’s diplomatic corps since May 1, 1984, serving in Tanzania, Uruguay, and the Philippines.
In 2000, he was appointed special envoy with the functions of Permanent Observer of the Holy See to the Council of Europe by Pope John Paul II, moving to Strasbourg. He was then appointed apostolic nuncio to Burundi.
In March 2004, he received episcopal ordination on March 13 in St. Peter’s Basilica in the Vatican from Cardinal Angelo Sodano. This was followed by appointments as apostolic nuncio to Guatemala in 2012 and then to Australia in 2014.
In addition to his aforementioned role as Secretary for Relations with States and International Organizations, he also serves as Titular Archbishop of Hodelm (since 2004) and Secretary of the Interdepartmental Commission for Churches in Eastern Europe (since 2014).
